She'll need to have money to purchase or rent a space for a shop, which will probably be cheaper if she goes directly to the city (there is a lot of unused public space that they offer to people starting up businesses) instead of a private seller, but if she doesn't have that yet no one will stop her from working on a smaller scale until she saves up.
