Since the energy drain affects both technology and living creatures, the drone will start malfunctioning about 30 seconds to a minute after Fortuna gets it over the wall of a closed-off district. Since there is a connection between Fortuna and her drones, she will probably feel the effects of the drain as well (though to what degree is up to you). She would probably have about two minutes to get her drone back over the wall before it shut down completely, and if she wanted to retrieve it in that case she would need to speak to an NPC. If this happens, please contact us for further clarification. The drain will also affect the drone outside the city walls, though to a much lesser degree - the drone would probably reach the end of it's range long before it shut down.

She will likely not have time to see much beyond a few buildings, with no particularly unusual features. There are no people, the power is out, and all the closed districts have clearly been abandoned for quite some time.
